Background
Road Transport Administration Department

(1)     In the late 18th Century, the outbreak of Industrial Revolution started in Europe and there brought about several innovations in industrial sector. As a result, the agro- based society rapidly changed into industrial-based society.

(2)     Nobody can deny that transportation plays a vital role in socio-economic advancement. People are desirous for good flow of goods and also themselves. People could have been created  jet-engines, automobiles, and so many materials ,thanks to the development of  industrial sector.

(3)     In 1900’s , vehicles started getting into Myanmar and since then motorization in the big cities of Myanmar became more and more increasing. So, it was the time of necessary to register vehicles entering into Myanmar as the nationwide action. After 1962, Revolutionary Council of Myanmar had taken the responsibility of the State. The meeting of the cabinet of Revolutionary Government of Union of Myanmar which was held on 10 April 1962 decided to make National Transportation Plan for developing systematic transportation in Myanmar. According to the decision made by the Cabinet, on 1 September 1963, ‘Road and Inland Water Transport Authority’ was established and that Authority had been cooperating in road and inland water transportation and giving guidance where necessary.

(4)     The function of motor vehicle registration and issuing driving licence was handed over from Myanmar Police force to Road and Inland Water Transport Authority on 7 December 1964. In 1972, Road and Inland Water Transport Authority was renamed Road Transport Administration Department and was included one of the department under Ministry of Transport and Communication.

(5)     On 18 September 1988, State Law and Order Restoration Council reformed governmental institutions aiming at further development in the future. In January 1992, Ministry of Transport and Communication was reformed into three Ministries, namely, Ministry of Communication, Posts and Telegraph, Ministry of Transport and Ministry of Rail Transportation. Road Transport Administration Department became one of the departments under the Ministry of Rail Transportation.

(6)     The Institutional Organization of Road Transport Administration Department was formed step by step mentioned as follows:

(a) In 1972, the department  was formed as grade (3 ) organization which comprised of 52 officials, and 613 staff  ,  totally 665.

(b) In 1983, it was upgraded to grade (2) and the strength of staff members was also increased as 126 officials, and 1382 staff , totally 1508.

(c) In 1995, the department was improved to grade (1) organization  which was focused on the effective and efficient administrative system.So, the strength of staff members was more in management level. The number of officials was (130) and staff was 1195.

(d) In 2005, Ministry of Rail Transportation had tried to balance the increasing motor vehicles with the number of staff. Referring to No-1/117/(RTA)/ 2005 (1342), the strength becomes 153 officials, and 1384 staffs, totally 1537at present.

Objective

1.    The  main  objective  of  Road  Transport  Administration  Department (RTAD)    is Road Safety.

Responsibilities

2.    The four main responsibilities of RTAD are as follows:

(A) Vehicle inspection and registration for road worthiness in accordance with the laws and regulation.

(B) Driving Test and issuing of driving licences in accordance with the laws and regulation.

(C) Issuing  traffic  regulations  for  road  safety  measures for road users.  and

(D) Levying  Taxes  and  revenues  for State in accordance with laws and regulations

Prescribed  Laws and Rules

1.     Laws, Rules and Regulations enforced within 1914 to 1995 are as follows:

(a) India Motor Vehicle Act (1914)

(b) Myanmar Motor Vehicle Rules (1915)

(c) Myanmar Hired Vehicle Rules (1935)

(d) Road and Inland Water Transport Law (1963)

(e) 1964 Motor Vehicle Law (The Chairman of Revolutionary Council enacted it  by law No.17 in 1964)

(f) 1989 Motor Vehicle Rules (The Ministry of Transport and Communications made this rule by Notification

No.1/89)

(g) Rules and Regulations for Registration of Vehicles and Issuing of Driving Licence (1994)

Application of ‘Keep to Right Principle’

2.     At the Government of Revolutionary Council, ‘Keep to Right Principle’ was started to apply as an important amendment in traffic movement. To implement that principle, the coordinating meeting was held in 27, October, 1969. At that meeting, ‘Keep to Right Central Coordinating Committee’’ was established. That committee  made the detail arrangements to implement that  principle in the whole country. At 6 am of Sunday on 6 December 1970, “Keep to Right Principle” was started to practise in Myanmar.

1.     Required documents to apply the respective driving licence are as follows;

(a)     A person wishing to hold a 'L' driving licence shall have attained 16 years of age. He shall be accompained

by a person to teach him driving.

 

(b)     A person wishing to hold a 'A-1' driving licence shall have following facts;

(i)     16 years old and above

(ii)    already have the valid 'L' driving licence

(iii)   attend accredited driving training school and passed the driving test

(c)     A person wishing to hold 'A' driving licence shall have attained 18 years of age and 'L' licence for three

months periods and shall already attend the accredited driving training school.

(d)     A person wishing to hold ‘B’ driving licence shall have attained (18) years of age and held ‘L’licence for

period of three months (or) ‘A’ licence for period of three months.

(e)     A person wishing to hold ‘C’ driving licence shall have attained (18) years of age and held ‘L’ driving licence.

He must be capable to drive the machinery which he has applied.

(f)     A person wishing to hold ‘D’  driving licence shall have held ‘B’ licence for period of three years.A person driving

a hired vehicle under such a licence shall be a citizen, a permanent resident or a naturalized citizen of the Republic of the Union of Myanmar.

(g)     A person wishing to hold a ‘E’ licence shall have held ‘D’ licence for a period of two years or ‘B’licence for a period of consecutive five years. He shall be a citizen, a permanent resident or  a naturalized citizen of the Republic of the Union of Myanmar. Moreover the person shall fulfill the prescribed health requirements and pass the test as specified by the Central Registration.

(h)     A person wishing to hold a ‘S’ licence(conductor or a spare man licence)shall be a citizen, a permanent resident or a naturalized citizen of the Republic of the Union of Myanmar. He must be at least 18 years old. He shall fulfill the prescribed health requirements and pass the tests as specified by the Central  Registration  Authority.

(i)     A person wishing to hold a ‘V’ Licence must be at least(18)years old. He shall have already been in possession of a ‘L’ driving licence and  can drive  trawlergi  and  tractor.

(j)     A person holding a driving licence at least one year period issued by Tamadaw (Army,Navy,Airforce) may apply for any appropriate driving licence according to chapter IV, Article 62 of 1989 Motor Vehicle Rules. It does not need to held ‘L’ driving licence. In accordance with the life-span of Tamadaw driving licence, the following driving licences may be applied for;

(i)     A person holding a Tamadaw driving licence at least one year period may apply ‘B’ driving licence.

(ii)    A person holding a Tamadaw driving licence at least three years period may apply ‘D’ driving licence but who cannot be permitted to  drive  taxi.

(iii)   A person holding a Tamadaw driving licence at least 5 years period and who retired from the military service may apply ‘E’ driving  licence.

(iv)    A person holding a Tamadaw driving licence but not complete one year life-span shall apply ‘L’ licence to hold the other driving licence.

(k)     According to the Agreement on the mutual recognition of Domestic Driving Licences issued by ASEAN countries which was

signed in 1997, the persons who will go to ASEAN countries can drive with the smart card driving licence which are issued  from  Myanmar.

(l)     Required documents to apply  International  Driving  Permit (IDP)

(i)     Valid domestic driving licence  (genuine  and  copy)

(ii)    Valid passport (genuine and copy)

(If applicant has been in the other country, passport copy can be allowed)

(iii)   (3) passport size photos

(iv)    FEC (20) or US $ (20)

(m)    Required documents to exchange  Myanmar driving licence from Foreign driving licence

(i)    His / Her Driving  Licence  (genuine  and  copy)

(ii)   Passport (genuine and copy)

(iii) (3) photos

(iv)  Application form of concerned  company

(v)    60 FEC and (1200ks) for Right  Hand drive countries

(iv)   70 FEC and (1200ks) for Left-Hand drive countries
